A rule for determining the denominator of a citation rate by checking whether an answer’s source list was collected in full. If an answer whose citations could not be collected is counted as having no citations, the rate will be lower than it actually is. Conversely, if only answers with sources are selected for the denominator, the rate will be higher.
This method expresses attainment by dividing the current metric by the goal. If the current rate is 70% and the goal is 70%, but the gauge is only 70% full, it is unclear what 100% means. The metric itself and its attainment rate must be kept separate.
