How should rounded percentages be read?
Display values may be rounded, but calculations use original counts and denominators; 8/30 is about 26.7%.
Method and interpretation
Align metric definitions, denominators, question sets and conditions before comparing months. Distinguish the report publication month from the analyzed month, and do not fill missing periods with inferred performance. Rate changes use percentage points; progress toward a target uses attainment.
