Why does a 70% target correspond to a full gauge?
The gauge measures attainment, not the raw metric; reaching a 70% target fills it to 100%.
Method and interpretation
A Goal sets a benchmark; it does not alter observations. Define a valid positive target for each metric and calculate current ÷ target × 100. For example, a current rate of 35% against a 70% target means 50% attainment, not 35% attainment.
