What does the dashed Goal line mean?
Depending on the chart, the dotted line marks the original Goal target or 100% target attainment. Check the axis unit and the target shown on the card.
Method and interpretation
A Goal sets a benchmark; it does not alter observations. Define a valid positive target for each metric and calculate current ÷ target × 100. For example, a current rate of 35% against a 70% target means 50% attainment, not 35% attainment.
